The European Union has reinforced its support for Sri Lanka’s textile and apparel industry through the launch of a Net-Zero Roadmap initiative aimed at accelerating decarbonisation and long-term sustainability.
The project was officially introduced during an inception workshop held at the Hilton Colombo Residences, marking a key milestone under the EU-funded “Accelerating Industries’ Climate Response in Sri Lanka” (AICRSL) program.
A Strategic Climate Initiative for a Key Export Sector
The EUR 7.56 million initiative is implemented by United Nations Industrial Development Organization in collaboration with Sri Lanka’s Ministry of Industry and Entrepreneurship Development, Ministry of Environment, and Ministry of Energy.
Sri Lanka’s textile and apparel sector remains a cornerstone of the national economy, accounting for 40.7% of merchandise exports and generating more than $5 billion in export revenue in 2025. The industry employs approximately 350,000 people and is deeply integrated into global supply chains.
Notably, around 31.3% of Sri Lanka’s textile and apparel exports are directed toward the European Union, underlining the importance of aligning with evolving sustainability requirements in key markets.

Addressing Decarbonisation and Global Competitiveness
As an energy-intensive industry, the sector faces increasing pressure to reduce emissions and meet stricter environmental standards. The Net-Zero Roadmap aims to address these challenges by providing a structured framework for decarbonisation.
Dr. Johann Hesse, Head of Cooperation of the EU Delegation to Sri Lanka and the Maldives, emphasized the importance of the initiative:
“Sri Lanka is a key partner in the EU’s textile supply chains. Supporting a net-zero roadmap helps build more resilient and climate-friendly production systems while maintaining competitiveness and quality employment.”
A Data-Driven, Multi-Phase Approach
The roadmap will be developed through a comprehensive process, including baseline assessments, evaluation of decarbonisation pathways, and extensive stakeholder consultations.
The inception workshop brought together a wide range of participants, including government representatives, industry leaders, technology providers, financial institutions, and development partners. The session focused on aligning methodologies, initiating data collection, and ensuring strong institutional coordination.
Aligning Policy with Industry Action
According to Dr. Jagathdeva Vidanagama, Chief Technical Specialist for the AICRSL project, the roadmap will play a critical role in translating national climate policies into actionable strategies for the textile sector.
By providing technical guidance, investment direction, and measurable targets, the initiative is expected to help improve energy efficiency, reduce emissions, and strengthen the industry’s resilience in global markets.
