Chinese textile manufacturer Shengtai Intelligent Manufacturing Group has secured key regulatory approvals in China for a MAD 2.29 billion ($246 million) integrated textile manufacturing project in Morocco.
The planned Shengtai Morocco Green Textile Industrial Park has received an Enterprise Overseas Investment Certificate from the Department of Commerce of Hunan Province. The project has also obtained a filing notice from the Hunan Provincial Development and Reform Commission.
These approvals represent an important step towards implementing the Chinese group’s large-scale textile investment in Morocco.
Integrated Textile Production Planned in Morocco
The new industrial park is expected to manufacture high-grade cotton yarn, fabrics and finished garments, creating an integrated textile and apparel production base.
By bringing several stages of the textile value chain together at one location, the project could improve manufacturing efficiency, shorten lead times and strengthen Shengtai’s capacity to serve international customers.
According to media reports, the company expects the investment to support its global expansion, strengthen its overseas supply capabilities and improve its ability to respond to changes in international trade and industrial policies.
Further information about the project’s location, construction schedule, production capacity and expected employment has not yet been disclosed.

Morocco Attracts Chinese Textile Investment
Shengtai’s investment comes as Morocco attracts growing interest from Chinese manufacturers looking to establish export-oriented production facilities outside Asia.
Morocco’s proximity to Europe, network of trade agreements, industrial infrastructure and established manufacturing ecosystem have helped position the country as a strategic gateway connecting African, European and international markets.
For textile and apparel manufacturers, producing in Morocco can also provide shorter delivery times to European customers and support supply-chain diversification.

Morocco Targets Higher-Value Manufacturing
Morocco is working to expand its industrial base beyond established sectors such as automotive manufacturing. Textiles, technical textiles, aerospace, electronics, chemicals and electric-battery production are among the industries attracting increasing investment.
The development of integrated textile facilities could help Morocco capture more value domestically by expanding beyond basic garment assembly into yarn production, fabric manufacturing and finished apparel.
Shengtai’s planned industrial park therefore forms part of a broader wave of Chinese industrial investment in Morocco. If completed as planned, the project could strengthen the country’s position as a competitive textile manufacturing and export hub serving both African and European markets.
