The Federal Government of Nigeria has announced an ambitious plan to revitalize the country’s textile and garment industry through a comprehensive transformation program that includes the rehabilitation of key textile assets in Kaduna and other strategic industrial locations.
The initiative was unveiled during a stakeholder engagement on the National Cotton, Textile and Garment Industrial Transformation Program, organized by the Federal Ministry of Industry, Trade and Investment in Kaduna.
Kaduna Textile Hub to Undergo Major Revitalization
Speaking at the event, Eme Bassey, Special Adviser on Cotton, Textile and Garments to the Honourable Minister of State for Industry, said the government has developed a comprehensive roadmap aimed at restoring Nigeria’s textile sector.
She identified Kaduna’s Kakuri textile hub as one of the country’s key industrial assets that will undergo a complete overhaul to support the revival of textile manufacturing.
According to Bassey, the project will focus on rebuilding deteriorated infrastructure, restoring production capacity, creating employment opportunities, reducing textile imports and increasing exports.
New Policy to Attract Investment
To encourage both domestic and international investment, the ministry is finalizing a revised National Cotton, Textile and Garment Policy, replacing the 2015 framework.
The updated policy will introduce fiscal, financial, regulatory and skills development incentives designed to improve the business environment and attract new investors to Nigeria’s textile industry.
Government officials say the revised policy, together with an implementation roadmap, will be launched in the near future.

Strengthening the Cotton Value Chain
The transformation strategy also places significant emphasis on increasing the availability of locally produced cotton.
The ministry is collaborating with research institutions, development partners and federal and state agencies to improve cotton quality and production volumes, ensuring a reliable raw material supply for domestic textile manufacturers.
Financing to Support Industry Growth
Recognizing access to finance as a key challenge, the government is working with the Bank of Industry and the Bank of Agriculture to develop affordable financing options and grant programs, particularly for small and medium-sized enterprises (SMEs).
According to Bassey, the National Cotton, Textile and Garment Industrial Transformation Program is being implemented in four phases. While the first phase has been completed, the current phase focuses on policy development, institutional strengthening and industry databases. Future phases will prioritize expanding manufacturing capacity, infrastructure development, financing and production across the sector.
The initiative forms part of Nigeria’s broader strategy to rebuild its textile industry, strengthen local manufacturing and create sustainable employment throughout the cotton-to-garment value chain.
