Turkish Manufacturer Pelsan Tekstil to Establish First U.S. Facility in North Carolina, Creating 216 Jobs

Pelsan Tekstil A.S., a leading Turkey-based manufacturer of breathable film technologies for the hygiene and medical sectors, has announced plans to open its first American production facility in Wayne County, North Carolina, with an investment of $82.6 million. The project is expected to create 216 new jobs, boosting the local economy and expanding North Carolina’s footprint in advanced manufacturing.

Governor Josh Stein welcomed the announcement, highlighting North Carolina’s appeal for global businesses.

“North Carolina is pleased to welcome Pelsan as it opens its first facility in the United States,” said Governor Stein. “Our skilled workforce and strategic East Coast location enable companies to efficiently produce and deliver high-quality products.”

Founded in 2006 as part of the Hassan Group, Pelsan was the first in Türkiye to manufacture breathable polyethylene films. With a strong focus on innovation, the company offers one of the most advanced portfolios in the industry. The new Goldsboro facility will allow Pelsan to better serve the growing demand across North America for high-performance breathable films used in hygiene and medical products.

“This expansion is a major strategic milestone,” said Ali Sisman, CEO of Pelsan Tekstil. “Our investment in North Carolina reflects our confidence in the region’s workforce, infrastructure, and shared commitment to innovation.”

The average salary for the new positions is projected at $48,789, exceeding the current Wayne County average of $46,211.

The project will benefit from a Job Development Investment Grant (JDIG), approved by the state’s Economic Investment Committee. Over a 12-year period, the project is projected to grow North Carolina’s economy by over $719.5 million, with potential reimbursements to Pelsan of up to $2.06 million, contingent on verified job creation and investment milestones. The return on public investment is estimated at 115%—yielding $2.15 in state revenue for every $1 of state support.
Local leaders praised the announcement.

“These new manufacturing jobs and capital investment will bring real opportunities and economic strength to our region,” said Representative John Bell.
“We’re excited to welcome Pelsan to Goldsboro,” added Senator Buck Newton. “This project brings long-term benefits to Eastern North Carolina.”

Key partners supporting the project include the North Carolina Department of Commerce, Wayne County Development Alliance, City of Goldsboro, NC Community College System, Wayne Community College, North Carolina’s Southeast, and Duke Energy.

Pelsan’s expansion reinforces North Carolina’s position as a growing hub for advanced manufacturing and foreign investment, especially in technical textiles and hygiene solutions.
