The Government of Ghana has announced the selection of a strategic investor to revive Volta Star Textiles Limited, formerly known as Juapong Textiles, as part of a broader initiative to stimulate industrial development and create jobs in the North Tongu District.
The announcement was made by President John Dramani Mahama during the sod-cutting ceremony for a new 24-hour market in Juapong, where he outlined the government’s plans to restore the region’s economic vitality.
Textile Factory Revival to Boost Local Economy
President Mahama said the revival of Volta Star Textiles is a key component of the government’s strategy to transform the economy of North Tongu and the wider Volta Region.
Once a major employer and economic driver, the textile factory played a central role in Juapong’s development before ceasing operations after years of financial and operational challenges.
According to the President, restoring the factory will generate direct employment opportunities while supporting the growth of businesses across the textile value chain.
“We are committed to bringing this vital institution back to life to serve as an anchor for local economic growth,” Mahama said.
Strategic Investor Selected
A transaction adviser had previously been appointed to identify and evaluate potential investors for the project.
President Mahama confirmed that a strategic partner has now been selected and is expected to visit the facility soon to assess its condition before finalizing plans to modernize equipment and refurbish the factory.
The investment is expected to restore production capacity and position Volta Star Textiles as a key player in Ghana’s textile manufacturing sector.

Cotton Supply and Textile Production
To support the factory’s initial operations, the government plans to source cotton from neighboring Benin until local supply is sufficient to meet production requirements.
According to information released by the Presidency of the Republic of Ghana through the APO Group, Volta Star Textiles specializes in producing grey baft, a semi-finished woven fabric used as a raw material for finished textile products.
Officials believe the factory’s reopening will not only create manufacturing jobs but also strengthen the agricultural sector by providing a stable market for cotton growers in Ghana and across the region.
The project forms part of Ghana’s broader efforts to revitalize domestic manufacturing, strengthen the textile value chain and promote industrial growth through strategic public-private investment.
